Bruce Hadella brought up the issue of whether or not we're going to have the car folks join our club as full voting members. Bruce suggested the idea of renting the yet-to-be-built track to the car

President Dan Woods brought the meeting to order at 7:03 PM at Don Woods' building with 11 members in attendance.
Secretary Don Gilles read April's meeting minutes. President Dan Woods recommended amending them with a comment that Darrell Anderson and/or Bruce Hadella would be looking into renewing our FAA Letter of
Agreement for Wadsworth and Riverside Parks - April's meeting minutes were amended as requested.
Treasurer Darrell Anderson read the Treasurerís report and it was accepted as read.
Darrell Anderson has continued to track down information on our 501(c)(3) re-charter. Darrell emailed Patti Arthur who had assisted Darrell in getting a 501(c)(3) designation for the local Experimental Aircraft Association (EAA) chapter. The question remains on whether or not we can use the Form 1023-EX on-line recharter which would only cost the club $275. Darrell was advised that to get an official answer on this he'll need to call the IRS. In regards to this Darrell reminded members we need to update our bylaws to reflect we're an educational club in line with these two purpose statements: 1) Education of members and the public in aeronautics and Federal
regulations regarding Unmanned Aircraft Systems (CFR 14, Part 89 & 107) and 2) Establish and maintain an FAA Recognized Identification Area and support facilities for training and proficiency. Dave Grosse stated we should consider updating the bylaws and then re-charter. More to come on this. Darrell Anderson provided an update on our Wadsworth and Riverside Parks letter of agreement which expires in July. Darrell emailed the AMA and received a reply from Chrystal Pearson who stated that LAANC shouldn't be used for a club event. Darrell spoke with a MT state person and was referred to the Great Falls Air Traffic Manager. It is still uncertain if we'll be able to renew the legacy letter of agreement. Dan Woods is going to speak with the airport manager. Dan Woods stated he hasn't received any updates on our invitation to fly at Riverfest. The date for this is TBD.
Dan Woods opened the floor to discussions on the proposed car track. Insurance requirements need to be figured out and formalized concerning AMA and/or ROAR. Dan stated he's been informed by other track operators in MT, specifically Glacier RC Raceway in Columbia Falls, that only the track is insured. When events occur they have to apply for event coverage for participants. Dan provided four options for the location of the track and much discussion ensued. Two options were decided to be voted on. One has the track adjacent to the parking lot over the existing heli-pad or having the track approximately 100 feet to the west of the parking lot. With informal consensus on the track completed members agreed it was time to vote.
Dave Grosse first made a motion for members to vote to move forward with a car track: members voted and the motion passed. Dave Grosse then made a motion to vote on the track location: members voted to have the track located approx mately 100 feet west of the parking lot. Dan Woods then made a motion requesting pre-approval to use up to $1000.00 of BSRC funds to start building the track: members voted and the motion passed. Dan stated the car folks / Zack voiced they would make $1000.00 and equipment available to assist in building the track. Dan Woods spoke with a car track builder who would charge us $1000.00 to form the track with our equipment. After a short discussion it was decided we would build the track and then possibly ask the builder to validate our work. More to come on this. Dan Woods is going to forward our track location drawing to the Department of Natural Resources & Conservation (DNRC) to get permission to make improvements to our leased land. Dan stated without DNRC approval we can't legally make alterations to the property. Dan predicts a fairly quick turn-around go-no/go on this. Darrell Anderson informed members he hasn't been charging the club for materials required in running the treasury but will need to do so as the car folks join / integrate into our current club. Members voiced
Bruce Hadella asked if we should continue to maintain our Big Sky RC Modelers' web site. Short discussion ensued and members agreed we should continue to maintain both our website and Facebook page. Bruce also stated it was time to pay the annual website hosting fee. Approval was given for renewing the website fee. Note: Numerous side & short discussions took place at the meeting concerning the track and numerous additional details remain to be decided. Thanks to Don Woods for hosting the meeting. Social distancing was observed and masks worn as required. June's meeting location is currently TBD.

Dan Woods stated he's still working on cleaning up the field's wind sock. It should be done soon and back up at the field.
Dave Grosse stated he talked with a lawyer about re-chartering our club to a 501(c)(3) organization. Darrell Anderson has reviewed previous organizations filings to see how they had worded their requests and has found out we might be able to do a Form 1023-EX on-line recharter which would only cost the club $275 to file. Information about this can read on the IRS website at https://www.irs.gov/forms-pubs/about-form-1023-ez.
Dan Woods stated he hasn't received any updated information from the car club concerning a potential track at the BSRC field. Dan is going to invite the car club folks to a meeting. Big Sky RC Meeting Minutes Mar 3, 2021 Vice-President Dave Grosse brought the meeting to order at 7:05 PM at John Sandy's garage with 7 members in attendance and President Dan Woods via phone. We had one guest - John Sandy's neighbor Blaze.
Secretary Don Gilles read Novemberís meeting minutes and they were accepted as read. Due to COVID-19 no meetings were held in Dec 2020, Jan 2021 and Feb 2021.Treasurer Darrell Anderson read the Treasurerís report and it was accepted as read.
Doug McCombs asked if we build a dirt track and subsequently a raised driver's stand how high the stand might be - the members fairly agreed that the stands would not be any higher than the outhouse.
Bruce Hadella brought up reasons why the club shouldn't fund the building of the track citing previous history of abandoned dirt tracks around town. The idea was floated by members that we require a security deposit from the tentative car club before we agree to the building of a track. Should the car club abandon the track or fail to maintain it they would forfeit the deposit to the BSRC club. No decision or motion was made in regards to a security deposit.
Dan Woods reminded members he had sent out an email with some ROAR details. It would cost BSRC $37 to join the ROAR affiliation. This would provide $1,000,000 Liability Insurance coverage for ROAR races
($2,000,000 aggregate) and allow us to have sanctioned ROAR events. Interested club members would have to join ROAR ($35 annually) in addition to their AMA membership to participate in these events.
Dan Woods also stated that he had drawn up some tentative dirt track plans and should have those for the members to look at soon.
Dan Woods next brought up and asked members if the year's event schedule looked ok. A motion was made and carried to accept the year's schedule. The schedule will be posted to Facebook and the club
Dave Grosse covered the election results. They were as follows:
President: Woods, Daniel
Vice President: Grosse, David, C
Treasurer: Anderson, Darrell, L
Secretary: Gilles, Donald
Our two non-elected positions:
Safety Officer: Sandy, John, E
Field Marshall: Hungerford, Donald, W
Dave Grosse then made a motion that we attempt to re-charter our club to a 501(c)(3) organization. Motion carried. Darrell Anderson agreed to look into the details and Dave Grosse agreed to assist. This would
change us from a social club to a scientific and educational club. It also provides many tax benefits. The one downfall is it will cost the club a non-refundable $600 filing fee. It is possible the re-charter
request could be denied by the state.
No official new business was discussed.
John Sandy did a show & tell on a wing he was building. The wing didn't quite turn out as he hoped. Several members then proceeded to advise John on what he should have done and how he might be able to
fix the wing. John thanked everyone for their input but said he had already made another wing which turned out perfect! John Sandy's neighbor Blaze brought in his DJI drone and did a show & tell on its capabilities.
Thanks to John Sandy for hosting the meeting and providing us with coffee. Dave Grosse and Darrell Anderson provided donuts. Social distancing was observed and masks worn as required.

The Riverfest date is still set as 10-11 Sep. The club hasn't made an official commit to this event. The event is now called Big River Ruckus. We'd probably need to use the B4UFLY Mobile App or the FAA UAS Data Exchange / Low Altitude Authorization and Notification Capability (LAANC) for flight approval or possibly coordinate with the airport manager. There's been no update on the Wadsworth and Riverside Parks letter of
Dan Woods gave an extensive run-down on the track progress. The track is usable and several members have been racing with each other. Pipe has been laid out to assist with staying on course. A driver's stand
is in the works. Builders FirstSource donated approximately $325.00 in materials. Hobby Time RC donated $1000.00 in funds to purchase track building materials. Electric City RC Racing donated the pipe
that was used to surround the course saving the club approximately $1200.00. Dan is looking into purchasing a water pump, a 250 gallon water tank for hauling and a 500 gallon water tank for track watering. He's asked North 40 to donate the tanks and pump.
A work party is scheduled for 08 Sep 2021 starting around 6pm to continue work on the track.
Dave Grosse made a motion to move the snack shack closer to the track to be used as both a snack shack and to house the timing equipment for the car track. Motion passed.
Dave Grosse made a motion to extend the recent new memberships from 24 August forward through next year. Motion passed. Dan Woods reiterated to all that flying on the north side of the runway and over the racing track is flying out of bounds. Our safety officer will be paying close attention to this. Dan Woods reminded everyone not to drive on the grass. Please keep vehicles on the graveled areas.
Dan Woods stated our current lease expires Feb 2023. The current cost. is $900.00. He has been informed by the DNRC that our rates are going up and will be approximately $4320.00 annually. Dan is looking into
